What Is HIB?

The Handbook for ICT Infrastructure and Cabling (HIB) defines the standards for passive and active ICT infrastructure in government buildings.

HIB specifies, among other things:

• The design of ICT rooms (EF, BD, FD);

• Requirements for electrical power and PDUs;

• Fire safety, physical security, and information security (in line with NKBR and Vir-BI);

Each PDU is built to specification with the desired outlets:

• IEC (C13, C15, C19, C21) – also available as IEC Lock or Scolmore CX combi outlets;

• Schuko outlets for peripheral equipment;

• PowerCON or other connectors on request.

Each outlet can be:

• Individually fused (thermal, hydraulic-magnetic, or electronic);

• Switched per outlet via web interface, SNMP, REST API, or DCIM platform;

• Phase-balanced for optimal load distribution within 3-phase systems.

Free Custom-Built PDUs – Within HIB Guidelines

Surge Protection According to HIB and NEN

The HIB explicitly refers to NEN-EN-IEC 62305-4 for lightning and surge protection. Schleifenbauer follows this standard in full, ensuring that the protection chain — from the main connection to the individual PDU — remains complete and effective.

• DEHN type 3 SPDs integrated directly in the PDU

• Internal earthing rails and bonding per HIB 5.3.1

• Optical indication and status monitoring via network

According to EN 50600-2-2 and NEN-EN-IEC 62305-4, a type 3 surge protection device should be installed as close as possible to the IT equipment — ideally within ten metres of the load. Only then can overvoltage be safely diverted before it reaches sensitive electronics.

At Schleifenbauer, the type 3 protection is built directly into the PDU, literally in the same rack as the connected equipment. This ensures the shortest possible protection path and optimal compliance with international best practices for data centre safety.
